The Ministry of Economic Development and Trade (MEDT) of the Russian Federation has developed and is implementing the project management information system as part of the Electronic Russia (2002/2010) federal target program (FTP).
The project management information system is intended to automate management of the ministry's internal and external projects performed by business entities acting on the basis of contracts with the government, as a report of the ministry goes. The system envisages information exchange between RF MEDT and governmental contractors who implement projects for the Ministry of Economic Development and Trade as well as monitoring and analysis of the progress of projects and groups of projects. The project management information system is aimed at enhancing efficiency of project implementation by refining work with contractors under governmental contracts entered into with RF MEDT. The system features roles of project coordinators (employees of the ministry), agents (contractors under governmental contracts), experts, reviewers, and visitors, and sets forth processes of teamwork between all project participants and performance appraisal.
The project management system comprises the closed (internal) and open parts. The open one envisages open-access publication of principal project data, news releases and other information provided by the Ministry of Economic Development and Trade on implementation of different efforts as part of Electronic Russia FTP on the website of the Ministry. ”In this way, the transparency principle is applied to the Ministry's activities in this field; there is an option of the community's control over specific projects conducted by federal executive authorities, in this case, by the Ministry of Economic Development and Trade of Russia,” a report of the ministry underlines.
RF MEDT has also developed the Requirements and Methodic Recommendations to Corporate Governmental Contractors under Electronic Russia FTP. This document contains regulations prescribing teamwork between the Ministry of Economic Development and Trade with contractors at all stages of contract implementation, including the procedures for government contracting, project planning, project passport updating, reporting on the project of projects, holding of workshops and events under projects, reports on the project status, templates of the governmental contract with appendices, etc. Stated requirements are based on single standards and are binding on all companies performing projects as part of Electronic Russia FTP under contracts with RF MEDT.
This document, in addition to operation of the project management information system in the Ministry of Economic Development and Trade, will enable to efficiently coordinate work involving planning, appraisal, and acceptance of project results according to Mr. Tseren Tserenov Head of the Department for Corporate Governance and New Economy of the Ministry of Economic Development and Trade.
”Implementation of the project management system in the Ministry of Economic Development and Trade of Russia is another step taken by the Russian federal executive authority to create the tool for public control over processes of governmental management and budget funds allocation,” Mr. Ts. Tserenov noted.
